There are two settings with similar names and they do different things.
Always on VPN, under Account, Connection, is ours. With it on, the app reconnects by itself if the connection drops.
Android system always-on is a setting inside Android itself that locks the VPN on before any app gets online. Android only allows it to be switched on in its own settings, so that row opens them for you.
